So what are the rules in terms of release dates for this? I might be able to cover half the categories. What does "Best Artisic Achievement" mean? Can i post even if there aren't 5 in each category? I'll struggle for "Best Action Sequence" for instance!

If it's 2008 on IMDb, it's a given.
Eligibility for 2007 films depends on two things: whether or not it had a wide release at the time of last year's awards, and it wasn't nominated at all last year.
Best Artistic Achievement is always open to debate. I reward films for their ambition, confidence and the extent of their intended success.
You can nominate less than five in a category, if you want to.

EDIT: Of the 37 eligible films I've seen, Che received the most nominations with 12. Four of my Best Film nominees also received Best Direction nominations; I gave a different set of four Best Film nominees (with obvious overlap) a Best Artistic Achievement nod. Excluding Best Ensemble Cast, Vicky Christina Barcelona and Happy-Go-Lucky each received three acting nominations. Eight films - The Dark Knight, Mister Lonely, Times and Winds, Shine a Light, Revolutionary Road, How to Lose Friends and Alienate People, Water Lilies, Milk - didn't receive any nominations.

CLASHES UPDATE
There are currently clashes, despite early discussion on Lead/Supporting.
Aaron Eckhart and Heath Ledger should both be Lead, I think. At present, Ledger has one nomination in each category; Eckhart has two nominations for Supporting. While I think he should be Lead, I won't quibble too much if all nominate him for Supporting.
Amy Adams has been nominated by RRA for Best Supporting Female in Doubt. I thought she was Lead? (I've not seen the film.)
I'd say The Wrestler has one Lead - Mickey Rourke. RRA has nominated Marisa (Melissa?) Tomei for Lead Female; I've nominated her for Supporting.

I have been updating them frequently. I am seeing Redbelt and perhaps something else today.
I also wanted to make sure Paranoid Park is 2008, because Id like to incorporate that.
Lastly, how soon is the deadline? My day still has 15 hours left in it...

I will disregard Paranoid Park if it was last year I think it fulfills eligibility for a 2007 film for this awards because I don't think anyone nominated it in last year's awards, which I'm not sure of, and official theatrical release was 2008.
